My roots here

I was born in Melbourne 30 years ago. I grew up in Sebastian, but my roots here run deeper than my own address.
Both of my parents are Melbourne natives, and my grandmother lived in town, so weekends usually meant a drive up to see her. My paternal grandparents worked at Patrick Air Force Base (now Patrick Space Force Base) and my maternal grandparents ran a small business in Eau Gallie until they retired in the 1970s.
I’m not doing this for the clout or the money; I’ve watched Melbourne change my whole life, and I want to do my part to help our community and city in what comes next.
The pledge
100% of my city council salary will be donated to Melbourne-based 501(c)(3) nonprofits.
Experience
I write proposals for a living
I’ve been a bid and proposal manager for over 8 years and I’ve worked on a range of complex projects from organizations like NASA, L3Harris Technologies and Northrop Grumman, to local, state, federal and commercial procurement opportunities across the country.
I’m well-versed in the analysis of complex contract and technical documents and with my keen eye for detail I’m confident I can bring my talent and rigor to the benefit of our great city.
The day job
Today I manage and write high-stakes proposals for a Fortune 5 organization, coordinating $68 million a year in proposal work across multiple business units and I maintain a 100% on-time delivery record. That work is reading contracts and financial documents closely, catching what gets missed and holding teams of stakeholders to their deadlines and their numbers. It’s the same discipline our city budget and our development decisions need.
Where it started
I started that career right here on the Space Coast, in Sebastian and Melbourne, writing proposals for aerospace and defense pursuits worth over $100 million, including NASA and military facility work. I earned my bachelor's degree in Writing and Rhetoric from the University of Central Florida, and that training is why I read a staff report the way I read a proposal: for what it actually says, not what it’s dressed up to say.
Off the clock
Protecting the lagoon isn’t an abstraction for me.
When I’m not working, I’m with my wife paddleboarding or boating the Indian River Lagoon, or out on a bike ride somewhere in the district.

Short bio
John Bruce was born and raised in Melbourne and has lived in District 4 for nine years. He’s spent eight years managing high-stakes proposals worth tens of millions of dollars for large organizations, and he’s bringing that same rigor to City Hall. He’s not running for the clout or the money: 100% of his council salary goes to Melbourne nonprofits, and his weekends go to the Indian River Lagoon.
